Jefferson VINELink Release Coverage
Mississippi VINELink is the public search and notification layer for the Statewide Automated Victim Information and Notification program, known as SAVIN. MDOC describes confidential automated tracking for MDOC offenders and people in participating county jails. The cited state material does not publish a current roster proving that every JCCF population is live in VINE.
Jefferson/Franklin County Correctional Facility makes that boundary important. The sheriff-operated regional facility can house local detainees and MDOC prisoners. A local record and a state record may come from the same building but different legal custodians. Search the person and inspect the agency on the matching result. If no JCCF result appears, call the facility or Mississippi SAVIN rather than assuming release.

Start with one person and one likely custody system. Names can match more than one person, so use an offender ID or another lawful identifier when the interface offers it. Select Mississippi before opening a result. A same-named county in another state is not a Jefferson County, Mississippi source.

A status check is only as broad as the participating provider's data. VINELink is not the legal custodian of a JCCF booking record or an MDOC discharge certificate. It also does not replace the BOP locator for a federal prisoner, the ICE locator for immigration detention, or a court record for the legal basis of an exit.

Jefferson VINELink Result Fields
The live record controls what can be stated. Depending on the supplying agency, a result may show a custody status, agency, event date, update time, and notification choices. A released or out-of-custody label should be transcribed exactly. Never invent a release reason or destination that the result does not give.

Mississippi SAVIN describes tracked events that include release, transfer or rehousing, temporary movement, return to custody, escape, and absconding from supervision. Those terms are not interchangeable. “Transfer” means custody moved. An alert saying release from a named agency establishes exit from that agency unless the destination is also known.

Register Jefferson Release Notifications
Registration begins from the correct person record. Mississippi SAVIN registration is anonymous and is available to victims, relatives, friends, and the general public. No official Mississippi source fixes a PIN length, so no number should be promised. The PIN is for acknowledging a phone notice. It is not an offender ID. Registration confirmation proves that an alert was requested, not that a release took place.

Jefferson SAVIN Registration Link
Mississippi offers a distinctive Registration Link that can carry a county-level registration into the state system when a person is convicted and moves to MDOC or other custody. That continuity is useful at JCCF because the regional facility holds locally controlled detainees and state-connected prisoners. The next event may be a transfer-to-state notice rather than a community release.
Read the chain in order. Identify the agency that supplied the first event, its stated event type, and any next custodian. Then open the MDOC record if state control begins. If the transfer language is incomplete, call JCCF at 601-786-2284 or Mississippi SAVIN at 601-359-5759 to ask what the alert reports. Preserve the confirmation number and time.
The Registration Link reduces a gap in notifications. It does not merge JCCF and MDOC records, and it does not make VINELink the record custodian. JCCF remains the source for a local booking or physical release log. MDOC remains the source for a state sentence calculation and discharge evidence.
Verify Jefferson VINELink Alerts
Confirm an alert with the agency named in it. For a local detainee, ask JCCF whether its existing booking-and-release record shows the event, date, time, disposition, and receiving agency. Pair that record with the Justice or Circuit Court order when the legal reason matters. Court filing time and physical release time may differ.
For an MDOC offender, search the state record and ask MDOC Records for the existing release, discharge, or time-computation document. A tentative release date predicts an event; it is not proof the event happened. Mississippi law also provides for a dated and signed state discharge or release document in covered releases. That artifact carries more legal context than a brief automated notice.

Jefferson VINELink Search Limits
VINE can lag because participating agencies supply its data. A person may be missing due to coverage, timing, a different spelling, a different provider, or a custody system outside VINE. None of those possibilities proves release. Search again with the correct identifier, check the agency, and contact the custodian.
The Mississippi Sex Offender Registry is a narrow post-release source only for people legally required to register. It is not a fallback roster for the public at large. Presence there does not prove the completion of every sentence, and absence does not show incarceration or release. Use only the source needed to answer the custody question.
A defensible statement names the agency, custody episode, event and date, plus what remains unknown. “SAVIN reported a transfer from the listed agency on the stated date; the receiving custodian must confirm current custody” is precise. “The inmate is free” goes beyond the notification evidence.
Notification history is not a permanent certified archive. Keep the registration confirmation, the notice time, and the displayed “as of” time when one appears. If a later result changes, do not erase the earlier event or assume the change was improper. Ask the supplying agency which record controls. For a local booking, a narrow Public Records Act request can seek the existing booking and release entry. For a state sentence, MDOC Records handles time, jail credit, and eligibility questions. That two-source method separates the fast alert from the durable record.
Privacy also matters. A registration panel may contain a phone number, email address, or PIN. Do not share those details in a screenshot. Save only what is needed to confirm the status workflow, and keep the contact data with the person who registered.
